Title: FT232H C# flow Control difference between PC and Windows Embedded compact 7

I have a usb board that I am trying to get RTS/CTS flow control going on.  The board will talk with out flow control to both a PC C# application and the same application on a i.MX6 Windows Embedded Compact 7 device.  But when I try to enable RTS/CTS the app will work with the PC appliation but not the WEC7 version of the app.  Are there any known issues with the Compact drivers or even a setting difference?

The USB Board is receiving the data from the host it is when it tries to transmit back to the host that it will fail.
